How to speak at a public hearing
The rules are a little different for each group, so check which meeting you’re going to.
Planning Commission
- In person: sign up on the sheet in the Council Chamber before the meeting starts.
- Online: call the Planning Department at (757) 385-8673 or email bnharriso@vbgov.com before 5 p.m. the day before the hearing (City of Virginia Beach).
- Time limit: usually 3 minutes per speaker. The hearing agenda confirms the rules, and it’s usually posted the Friday before.
City Council
- Register by phone: call the City Clerk’s Office at (757) 385-4303 before 5 p.m. on the day of the meeting (City Clerk).
- Time limit: 3 minutes per speaker.
Tips for both
- Say your name, where you live, what you want them to do, and why. Not sure what to say? Use the points in our email to City leaders.
- You can simply attend. You don’t have to speak. A full room tells Planning Commissioners and Council members that residents are paying attention.
